Penang council seizes licensed dog after viral video shows attack on stray in Tanjung Bungah

KUALA LUMPUR, Aug 31 — The Penang Island City Council (MBPP) has taken custody of a licensed dog following a viral video that captured it repeatedly attacking a smaller stray in Tanjung Bungah, with the matter now under investigation under the Animal Welfare Act 2015. The incident, which allegedly occurred at Pearl Hill on August 30, came to light after a complaint was lodged via the council's official WhatsApp channel.

Upon receiving the complaint, MBPP seized the dog and launched an inquiry into the matter. The dog in question, identified as being of mixed breed, had a valid licence registered with the council. The viral video shows the larger canine persistently lunging at and biting the smaller white stray, known locally as Tim, while its owner holds the leash.

Tim is seen struggling to free himself before a woman intervenes, wielding a long stick to drive the attacking dog away. A subsequent video revealed Tim limping, suggesting an injury to its left front leg, though it remains unclear whether the injury was a direct result of the attack. Tim was subsequently taken to a veterinary clinic for treatment and is reported to be in stable condition.

Dr Saira Banu Mohamed Rejab, director of Penang DVS, stated that the department would investigate the incident under the provisions of the Animal Welfare Act 2015. MBPP emphasized that they were treating the case with utmost seriousness and would determine the appropriate action once the investigation is concluded. They reiterated their commitment to adhering to the relevant laws in force and ensuring justice is served.
