Penang council seizes licensed dog after viral video shows attack on stray in Tanjung Bungah

KUALA LUMPUR, Aug 31 - The Penang Island City Council (MBPP) has confiscated a licensed dog following a viral video showing the animal repeatedly attacking a smaller stray in Tanjung Bungah. The incident has been reported to the Animal Welfare Act 2015 for investigation. The MBPP received a complaint about the incident via its official WhatsApp channel yesterday, which occurred the day before the video surfaced. After checking the dog, MBPP confirmed it possessed a valid license and was registered as a mixed breed.

The viral footage displays the dog lunging at and biting the white stray (known as Tim) multiple times as its owner attempts to control it with a leash. A woman intervenes by using a long stick to drive the dog away, while Tim is seen limping and panting in subsequent footage. An injury to Tim's left front leg is visible, although it has not been confirmed if it is a result of the attack. Tim has since been taken to a veterinary clinic for treatment and is reported to be in stable condition.

Dr. Saira Banu Mohamed Rejab, the director of Penang DVS, stated that the department would conduct an investigation under the Animal Welfare Act 2015. MBPP emphasized that they are treating the case seriously and will take appropriate action following the investigation's findings and relevant laws.
