EU places ChatGPT, Reddit, Roblox under its strictest platform rules

The European Commission has designated major online platforms ChatGPT, Reddit, and Roblox under its strictest regulatory regime, following the Digital Services Act. These designations place U.S.-based services under direct Commission supervision, imposing obligations to assess and mitigate systemic risks, including impacts on minors, election integrity, and public security.

Companies failing to comply face fines up to six percent of their annual global revenue. Only online services with over 45 million users in the EU fall under this stricter regime, now covering 28 platforms and search engines. ChatGPT, with 120 million users since last year, has been closely watched as its potential classification as a search engine or platform remains uncertain.

The chatbot, developed by OpenAI, is already subject to regulation through the Artificial Intelligence Act. Reddit, founded in 2005, had 57.2 million users in July, while Roblox, a gaming platform, reported 46.6 million EU users. Neither company responded to requests for comment.
