Budanov's political honeymoon is over

President's Office Head Kyrylo Budanov's political honeymoon has come to an end after being entangled in a major corruption scandal. Hailing from a background of military service, Budanov had built a reputation as one of Ukraine's most trustworthy public figures. However, his tenure as the head of the President’s Office has been marred by allegations of corruption.

Under his leadership, the military intelligence agency he oversaw gained a reputation for being competent, but recent recordings have revealed a different side of his role. In the recordings, Budanov is heard discussing illegal activities with his former deputy, Iryna Mudra, who is now facing charges of corporate raiding and money laundering. Mudra claims that Budanov ordered her to undertake illegal proceedings, a claim identified in court transcripts.

Other conversations, allegedly involving Mudra, Budanov, and a suspect in the Energoatom case, show discussions about controlling money flows through Sense Bank. It is alleged that up to Hr 150 million ($3.4 million) was laundered to bail another high-ranking official implicated in the scheme. Though Budanov has not been charged, this scandal deepens the ongoing corruption investigation into Energoatom, the state nuclear-power monopoly.

Critics argue that Budanov's appointment as head of the President's Office was either an attempt to remove a potential rival or a way to shape a future successor. However, with the current political crisis and corruption scandal, Budanov's reputation and political standing may be severely damaged. Political analyst Volodymyr Fesenko suggests that Budanov has become a "hostage of Zelensky," a position that could limit his chances of pursuing an independent political career. The question now remains whether Budanov will face any legal consequences in this matter.
