300-meter buffer zone mandated for shared housing near schools, hospitals

Riyadh has implemented new regulations governing shared housing for individuals, mandating that such structures be constructed at least 300 meters away from schools and hospitals. These rules also restrict shared housing to designated areas not subject to activity bans. Residents must adhere to the population density limits set by urban and local master plans.

Entrances to these buildings must be placed on main roads, arterial roads, or local streets with a minimum width of 20 meters, ensuring privacy and shielding neighboring properties from direct view. Shared housing must be connected to primary roads and public transportation networks. For each 40 residents, a single parking space must be provided, with bus parking spaces capable of accommodating 50 percent of the building's residents.

Designated parking spots for individuals with disabilities must be conveniently located near main entrances and elevators.

The Ministry of Municipalities and Housing recently endorsed the health, safety, and technical standards for shared housing. Operating licensees receive a one-year grace period, or until license expiration, to rectify any non-compliance issues and meet the required standards. The ministry has waived spatial planning requirements for existing shared housing buildings and residential complexes, provided they meet health, technical, and safety standards.

Shared housing is categorized into three groups based on capacity and facilities: one for buildings with up to 23-meter-high structures and multiple residential units; second for independent residential buildings like apartments and villas surrounded by security gates; and third for mobile cabins used temporarily at construction sites. The operating license remains valid until project completion or a one-year renewable term.
