It consists of young voters from Sachsen-Anhalt, experts from science, journalism and education as well as employees of the Federal Agency for Civic Education (bpb). The team presents 80 theses to the permissible parties for the Landtagswahl and later selects 38 theses for the Wahl-O-Mat. These theses cover important election topics and were controversially answered by the parties.

The parties do not participate in the creation and selection of the theses. They only draft and authorize their answers and justifications.
