우체국·주민센터 위에 청년·신혼부부 아파트…경기도 건의안 특별법에 반영

A new proposal aims to repurpose aging public facilities like community centers, post offices, and fire stations into housing for young professionals and recently married couples. The Korean province of Gyeonggi-do recently secured approval for its "Special Law for Complex Development of Aging Public Facilities," according to a report on the 30th.

This "complex development of aging public facilities" involves transforming outdated public buildings into mixed-use developments, with low-rise units housing existing community centers, post offices, and fire stations, and high-rise units for public housing.

One of the key advantages of this approach is the strategic location of these facilities in urban centers, offering well-connected transportation and essential infrastructure. The province previously urged the government to improve related policies in September of last year to increase the supply of quality rental housing in city centers.

The newly enacted special law incorporates many of the key policies the province requested. Specifically, it mandates that housing acquired through complex development be prioritized for young adults and recently married couples. It also provides provisions for securing funding from both the national and local governments for the project, as well as reduced fees for the use of land and buildings.

To address potential conflicts between various stakeholders involved in the project, a "Complex Development Consultation Committee" will be established. This committee will help expedite the decision-making process regarding the selection of project sites and development methods. The special law will take effect six months after its enactment.

The province plans to closely collaborate with the government during the process of setting specific regulations for housing allocation and financial support levels. Gyeonggi-do's Deputy Housing Policy Chief, Kim Taesu, stated that the new special law has created a solid legal and institutional foundation for providing quality rental housing in urban centers.

He also emphasized the government's ongoing commitment to working with local residents to ensure the stable provision of public housing, which would contribute to the overall housing stability of Gyeonggi-do citizens.
