Education Ministry to amend law to restore faith -based representation on GES Council

The Ghana Education Service (GES) Council is set to experience a reform in its composition as the Ministry of Education plans to amend the Pre-Tertiary Education Act, 2020 (Act 1049). This amendment aims to restore and expand the representation of recognised faith-based organisations on the Council, in response to concerns raised by the Ghana Catholic Bishops’ Conference.

According to a statement issued on Thursday, August 27, by Deputy Education Minister Dr Clement Apaak, the previous Ghana Education Service Act, 1995 (Act 506) initially allocated three seats for representatives of faith-based organisations on the GES Council, which was later reduced to one under the 2020 law. The Ministry identified this issue when constituting the GES Council in 2025 and has consequently put the process on hold until Act 1049 is amended.

The proposed amendment is expected to ensure adequate representation for all recognised faith-based organisations, aligning with the government's decentralisation agenda in education. The Ministry reaffirmed its commitment to inclusive and consultative education governance, urging faith-based organisations to support efforts to address growing indiscipline in schools while the legislative review progresses.
