Russia plans to mobilize additional 300,000 in 2026, 300,000 in 2027 - HUR, SZR

Ukraine's Defense Intelligence Directorate (HUR) and Foreign Intelligence Service (SZR) have reported that Russia is preparing for an additional wave of mobilization in 2026 and 2027. The statement, published on the Presidential Office's website, indicates that Russia aims to recruit 300,000 people in 2026 and another 300,000 in 2027.

Russia's political leadership views this additional mobilization as a response to the aggressor state's losing initiative in the war, the growing number of personnel losses on the frontlines, and a slowdown in the recruitment of contract soldiers in the regions. The report confirms Ukrainian intelligence data, indicating that Russia has lost approximately 240,000 personnel from January to July 2026, with at least 140,000 being irrecoverable.

Furthermore, fewer individuals were recruited into the Russian occupation contingent during this period, with 232,000 people joining instead of the expected amount. According to Ukrainian intelligence, Russia primarily plans to reinforce units and military formations battling against Ukrainians, as well as those currently being formed.

A system for electronic mobilization summonses has already been introduced, and coercive measures are being developed, including bans on leaving Russia, taking out loans, buying or selling real estate, revoking driver's licenses, and freezing bank account funds. Enterprises are expanding departments responsible for mobilization work and military registration, with over 2,500 new job postings recorded on employment platforms for these enterprise mobilization units.

Russia's leadership is also preparing to recruit criminal elements on contracts and expand the categories of convicts eligible for military service in the occupation contingent.
