Elachi challenges Senate to strengthen oversight of county pending bills amid salary crisis

Dagoretti North Member of Parliament Beatrice Elachi has called on the Senate to intensify oversight of county governments and demand accountability for pending bills, amid a salary crisis. Elachi stated that despite receiving funding from the national government for 16 years since devolution, counties continue to accumulate debts and struggle to meet financial obligations.

She questioned why counties continue ordering goods and services when they lack sufficient funds to pay suppliers. Elachi emphasized the need for stronger scrutiny to ensure counties live within their means and avoid creating financial obligations they cannot settle. She challenged the Senate to develop mechanisms to help financially vulnerable counties avoid crisis when national transfers are delayed, warning that counties that risk shutting down due to delayed transfers are operating on a financial "red line."
