Customs agency steps up controlled deliveries to nab drug smugglers

The Korea Customs Service (KCS) has intensified efforts to combat drug smuggling through the implementation of a secondary screening network, according to an announcement on Thursday. Over a period spanning April to July, the agency seized a total of 5.6 kilograms of illicit narcotics from 10 separate incidents involving international mail. This surge in seizures was largely attributed to the agency's adoption of a novel investigative technique known as controlled deliveries.

Controlled deliveries represent a sophisticated undercover strategy employed by law enforcement agencies to infiltrate criminal networks. Under this method, authorities clandestinely permit intercepted parcels to reach their intended destinations while maintaining comprehensive surveillance. This approach proved instrumental in the recent KCS operation, as it facilitated the identification of all suspects involved in the drug trafficking activities.

The KCS's new dual-layer drug screening system, introduced in April in collaboration with Korea Post, plays a pivotal role in the agency's approach. Under this system, international mail that successfully clears initial border inspections undergoes a second round of scrutiny at one of five major postal distribution centers located throughout the country. This additional layer of scrutiny significantly enhances the ability to detect and intercept illicit substances hidden within packages.

The success of the KCS's enforcement efforts can be directly linked to the strategic application of controlled deliveries. By employing this covert investigative technique, investigators were able to maintain the normal delivery process without raising suspicions among drug traffickers. This enabled them to pinpoint the actual recipients of the intercepted parcels and subsequently arrest all individuals implicated in the illegal drug trade.
