Turkana County official among three arrested in Ksh 92M tender fraud

The Ethics and Anti-Corruption Commission (EACC) has arrested three individuals in connection with a Ksh 92,058,890.30 tender fraud case. According to the commission, Peter Long’ole Apua, a Principal Finance Officer and accountant at Turkana County Government, and Lilian Akiru Louruka, a director at Apuco Holdings Group Limited, allegedly engaged in conflict of interest, money laundering, and dealing with proceeds of crime.

The investigation revealed that the two companies received a combined Ksh 92,058,890.30 from the County Government between 2013/2014 and 2024/2025 financial years. Apua, as a signatory to the bank account of Apuco Holdings Group Limited, also participated in processing and validating payments to the company, which received Ksh 62,047,757.30 from the government.

Louruka, an employee of the county government and director of Natiltila Company Limited, used the company to secure five contracts valued at Ksh 30,011,133.00. Funds paid to the companies were then withdrawn in cash, suspected to be a method to conceal the movement and ultimate beneficiaries of the funds. The suspects are scheduled to be arraigned before the Anti-Corruption Court in Eldoret on August 27th, 2026.

Additionally, the EACC has directed that Apua, Christopher Imuron Apua, Nicholas Lotit Korobe, Julius Ayapan Adir, and Akiru Louruka present themselves at the nearest EACC office for further processing. The commission aims to recover and forfeit public funds and assets acquired through corrupt means.
