SEREC seeks probe of alleged N6,000 container levy

The Sea Empowerment & Research Centre (SEREC) has called for a comprehensive investigation into an alleged N6,000 container levy charge in Nigeria. The center also seeks an examination of reported demand for a refund of approximately N178 million in unapproved charges related to various port operations. According to SEREC's Head of Research, Eugene Nweke, the investigation should determine whether the charge was actually imposed, identify the individual or entity responsible for introducing or authorizing it, and clarify its purpose and whether payment was mandatory or voluntary.

Additionally, SEREC urges authorities to verify if the charge is included in the approved terminal tariff and reflected in official invoices or receipts, as well as to identify those who collected, received, or benefited from the funds. The center also requests verification of accounting records supporting the N178 million and clarification on whether any association was involved in the charge's collection or administration.

The investigation should be conducted using verifiable documentary evidence, and all parties involved are urged to show restraint while the regulatory process establishes the facts and determines the appropriate course of action. SEREC highlights the potential impact of multiple minor charges on cargo landed costs and warns against terminals becoming a means for imposing unauthorized charges.

The center recommends that terminals and shipping lines provide necessary documentation and proposes a framework to establish guidelines on unauthorized cargo-related collections, conflicts of interest, and other issues.
