Putin did not meet CIA director during Russia visit, Kremlin says

Russian President Vladimir Putin refrained from meeting CIA Director John Ratcliffe during Ratcliffe's visit to Moscow, Kremlin spokesperson Dmitry Peskov confirmed to TASS news agency on August 26. No meetings with the U.S. official were scheduled, Peskov stated. Ratcliffe's trip marked his inaugural official visit to Russia. The CIA director has previously maintained communication with his Russian counterpart, Sergey Naryshkin, head of Russia's Foreign Intelligence Service (SVR), who has shown receptiveness to Ratcliffe's presence.

Peskov told the Washington Post that Ratcliffe's visit entailed "contacts between security services," though he did not divulge further specifics. A U.S. official earlier verified to the Kyiv Independent that Ratcliffe was meant to engage with senior Russian officials, though the precise nature of their discussions remains ambiguous.

Ukrainian authorities were notified that a U.S. delegation would journey to Russia, but were initially unaware that Ratcliffe would be part of it, revealed a source familiar with the matter. Ukrainian officials are anticipated to receive an update post-visit, though it is uncertain if Ratcliffe will travel to Kyiv personally. The U.S. cautioned Ukraine against attacking Moscow or St. Petersburg during Ratcliffe's Russia visit, another person with knowledge of the situation told the Kyiv Independent on August 25.

This directive unfolded as Washington and Moscow engage in escalating bilateral ties under President Donald Trump, who assumed office in January 2021, pledging to mediate a resolution to Russia's conflict with Ukraine. Although peace envoys Steve Witkoff and Jared Kushner have made multiple trips to Moscow, including a potential visit to Ukraine, talks have largely stalled, with Russia and Ukraine remaining far apart on territorial matters.

Witkoff and Kushner were projected to embark on their first trip to Ukraine this week, but the itinerary was postponed. A source denied earlier claims that escalating Russian assaults had precipitated the delay, attributing it to Trump's desire to keep the envoys near due to unresolved tensions with Iran. Ukraine's chief negotiator, Rustem Umerov, conversed with Witkoff by phone on August 23, with Witkoff expressing his intention to visit Ukraine at a later time.

Despite the impasse in peace negotiations, Washington and Moscow have kept diplomatic ties afloat, which facilitated the release of former U.S. Marine Robert Gilman from Russian captivity on August 11.
