Maratha quota: Days before Jarange’s protest, Maharashtra huddles to complete key demand

As activist Manoj Jarange Patil prepares to launch a protest over Maratha reservation, the Maharashtra government is taking steps to extend its verification process for Kunbi records and family genealogies by another year. Taluka-level committees, led by tehsildars, have been granted a one-year extension until June 30, 2027, to finalize pending cases. The government resolution, issued on August 25, directs these committees to prioritize incomplete genealogy-matching cases.

The identification of old Kunbi records and the issuance of Kunbi certificates to eligible Marathas are key demands of the Maratha movement. However, merely discovering an old government, revenue or other record showing a person as Kunbi, Maratha-Kunbi or Kunbi-Maratha does not automatically grant a Maratha applicant a certificate. Authorities must establish a family link between the applicant and the individual named in the old record.

The taluka-level committees are responsible for examining historical documents and verifying the genealogy claimed by applicants. Delays in clearing cases can occur due to challenges in locating old records, scrutinizing documents and establishing family links. Despite this, the latest extension provides the committees with an additional year to complete the verification process, potentially assisting applicants awaiting genealogy verification.

The government has identified approximately 58 lakh Kunbi records, which Jarange has frequently referenced in his demand for the issuance of Kunbi certificates to eligible Maratha families. However, the mere existence of a record does not guarantee that every Maratha applicant linked to it will automatically receive a certificate. A documentary and genealogical link must still be established through the verification process.

Jarange has also called for separate government decisions concerning Kunbi certificates in various areas, including Satara, Kolhapur, Daund and Pune. The extension of time allows the administration to process the large volume of cases, but it also raises questions about the speed at which pending cases can be cleared. Former MP Haribhau Rathod has suggested an alternative approach, proposing that Jarange demand a separate sub-classification within the Other Backward Classes (OBC) category for the Maratha community.
