Bill Gates, alarmed by AI, has policy ideas he wants to discuss with China’s Xi

Microsoft co-founder and philanthropist Bill Gates has expressed concern over artificial intelligence and aims to discuss policy ideas with Chinese President Xi Jinping later this year. Gates believes that China could be persuaded to restrict the release of potentially dangerous AI models if the US leads the way. He also suggests monitoring AI's ability to create molecules and carry out biological attacks, which should not hinder technological development.

Gates intends to finalize a meeting with Xi for his upcoming China trip, tentatively scheduled for November. He perceives AI development as an evolutionary milestone that demands comprehensive policy management. Gates proposed a new international organization to manage AI, drawing inspiration from nuclear inspections, international aviation regulations, and ozone layer protection agreements. The US should take the lead in regulation, but criteria determining action must be established.
