Former Lands Minister proposes independent body to fight galamsey

Former Minister of Lands and Natural Resources, Samuel Abu Jinapor, has proposed the creation of an independent, legally backed body to enforce mining regulations and combat illegal small-scale mining, known as galamsey. Speaking at the launch of the Ghana component of the "Justice in Critical Minerals Governance and Energy Transition" project, Jinapor emphasized the need for a new institutional approach that would separate enforcement from political considerations.

He suggested that the proposed institution, to be created through an Act of Parliament, would hold the President in trust for the people regarding mining lease and license grants, while maintaining overall authority over the sector. Examples from Australia and Canada were cited to illustrate the effectiveness of independent enforcement agencies.

Jinapor also defended the role of environmental activism, advocating for protection of water bodies and communities, while cautioning against unlawful conduct disguised as activism. He called for stronger enforcement against both illegal miners and large-scale mining companies, urging Ghana to find a balance between attracting foreign investment and protecting national interests.

Additionally, Jinapor highlighted the importance of incorporating critical minerals into Ghana's industrialization and development strategy, advocating for policies that prioritize community involvement, transparency, and environmental stewardship.
