CIA Director John Ratcliffe On Secret Moscow Visit: Reports

CBS News correspondent Jennifer Jacobs reported that CIA Director John Ratcliffe made an unannounced visit to Moscow on August 25. The reason for his trip remains unknown. According to Axios, Ratcliffe traveled to Moscow for discussions with Russian officials. Axios cited a source who claimed the U.S. had informed Ukraine beforehand about the delegation's arrival and requested Kyiv to refrain from launching strikes during the visit.

CBS news reported that Ratcliffe arrived in Moscow on a U.S. Air Force Boeing C-17, which had previously been reported to have landed at Vnukovo Airport on August 25 morning. The visit has not been formally announced. One theory suggests that Ratcliffe's visit might be connected to the release of Charles Zimmerman, an American citizen imprisoned in Russia.

Ksenia Sobchak reported this theory on her Telegram channel "Bloody Lady" without providing a source. Zimmerman was sentenced to five years in prison in 2026 for possessing weapons and ammunition found on his yacht. He had traveled from the U.S. to Sochi to meet a Kazan woman he had met online, not informing border officials that he was carrying weapons he claimed were for self-defense.

Independent Russian news outlet iStories reported that on August 25, President Vladimir Putin signed two classified decrees, one of which may have been a pardon for Zimmerman. Russia released former U.S. Marine Robert Gilman earlier in August after serving his prison term in a Voronezh prison colony. President Trump had claimed that Putin released Gilman for humanitarian reasons and requested nothing in return, which some interpreted as a possible precursor to renewed talks between the U.S. and Russia on the conflict in Ukraine. As of now, five Americans remain incarcerated in Russia.
