CIA chief in Moscow for unannounced talks, US media reports

John Ratcliffe, the Director of the US Central Intelligence Agency (CIA), made an unannounced visit to Moscow, according to US media reports from CBS. The exact purpose of Ratcliffe's trip remains unknown, as neither the US nor Russia have officially confirmed the details. High-level meetings between American and Russian officials are uncommon, making this visit noteworthy.

Flight tracking data from Tuesday confirmed a large US military aircraft, a C-17 transport plane, traveling from the United States to Russia via Latvia. The plane departed Riga airport at 05:50 GMT and is believed to have landed in Moscow at approximately 07:04 GMT, according to FlightRadar24 data. It left Moscow before 16:00 GMT.

Footage shared on social media appeared to show a diplomatic motorcade moving through Moscow, further suggesting the significance of Ratcliffe's visit to the Russian capital. This marks Ratcliffe's first trip to Russia as CIA director, although he has reportedly maintained communication with his intelligence counterparts in the country.

Ratcliffe notably played a part in negotiations for the release of Ksenia Karelina, a Russian-American citizen jailed in Russia for over a year, and played a role in a 2024 prisoner swap deal involving the release of Wall Street Journal reporter Evan Gershkovich, former US Marine Paul Whelan, and Russian-American journalist Alsu Kurmasheva.

Tensions between the US and Russia have been high since Russia's full-scale invasion of Ukraine in 2022, leading to international isolation and economic sanctions imposed on Russia. Ratcliffe appears to be one of the highest-ranking US officials to visit the country during President Donald Trump's second term. Despite Trump's summit with Russian President Vladimir Putin in Alaska the previous year, the subsequent US-led peace talks between Russia and Ukraine have reportedly stalled.
