경기도, 하반기 인사 보류…공무원노조·일선 시·군 “불통 행정” 반발

Gyeonggi Province has temporarily suspended appointing officials at the managerial level (5th grade and above) in the second half of this year, pushing the decision to next year's first month. This decision has sparked a backlash from Gyeonggi Provincial Office employees and local governments, with 7 cities and counties facing vacant posts until next year's first month.

The Gyeonggi Provincial Office has cited the need to conduct a personnel diagnosis and organizational restructuring following a nine-year term, aiming to streamline operations. However, the Gyeonggi Provincial Office Employees' Labor Union strongly criticized the decision, arguing that it is irresponsible to shift lower-ranking officials first and that it will reduce employee morale, labeling it as "incomplete personnel management."

The union demanded immediate clarification on the reasons for the delay, a final decision on all regular personnel appointments, and the establishment of a responsibility disclosure and communication system. The vacant posts of district chiefs in 7 cities and counties have also become a concern, with Seongnam City expressing concern over the potential administrative burden and safety vacuum caused by the prolonged absence of the district chief.

The combination of these recent decisions and the controversy surrounding last month's emergency financial statement has further escalated the "failed administration" criticism directed at Governor Kim.
