Centre’s committee on ‘permanent political solution’ for Gorkha issue | Explained

On August 22, 2026, Union Home Minister Amit Shah convened a meeting with stakeholders from the Darjeeling hills in West Bengal to discuss the possibility of a permanent political solution for the Gorkha community. The meeting resulted in the establishment of a committee, chaired by former Deputy National Security Advisor and current interlocutor Shri Pankaj Kumar Singh, to draft an agreement and finalize modalities for the solution.

During the meeting, all issues of concern to the hill population were addressed, including their identity, the need for a permanent political solution, and recognition under the Constitution of India. Amit Shah assured the attendees that a permanent political solution would be implemented soon, under the umbrella of the Constitution, and that he would sympathetically consider all other demands of the Gorkha community.

Stakeholders from Darjeeling, including BJP MP Raju Bista, regional MLAs, leaders from Gorkha Janmukti Morcha and Gorkha National Liberation Front, former Foreign Secretary and BJP MP Harsh Vardhan Shringla, and West Bengal Chief Minister Suvendu Adhikari, were present at the meeting. The region of Darjeeling has long been demanding a separate state of Gorkhaland, carved out of territories of Darjeeling hills, parts of Terai and Dooars, to address the ethnic and linguistic differences between the region and the rest of West Bengal.

Historically, attempts to create autonomous bodies like the Darjeeling Gorkha Hill Council and Gorkhaland Territorial Administration have failed to meet the aspirations and expectations of the region's people. The last significant period of shutdown and violence in the region occurred in 2017, resulting in 11 deaths. The Union government's previous efforts to address the Gorkha issue include appointing Pankaj Kumar Singh as interlocutor in October 2025 and conducting tripartite talks involving the Union Government, Darjeeling hills representatives, and the State government.

The establishment of this committee marks a significant step in the political discourse surrounding the Gorkha demand for a separate state. With the BJP now in power both in West Bengal and at the Centre, the timing appears opportune for addressing the region's demands. However, any decision on a permanent political solution will have to consider not only political interests but also strategic implications, as Darjeeling is strategically located near the Siliguri Corridor, also known as the "Chicken's Neck," and borders Nepal, Bhutan, and Bangladesh.
