The Democratic Republic of Congo and M23 rebels have agreed on a roadmap for peace talks as the two sides try to end decades of conflict. The agreement was reached in the Kenyan capital of Nairobi after three days of talks. The M23 rebels have been fighting government forces in the eastern part of the Democratic Republic of Congo since 2012. The conflict has killed hundreds of thousands of people and displaced millions. The deal was brokered by Angola, the African Union, and other international bodies. The roadmap includes a ceasefire and the rebels' withdrawal from territories they control. The two sides also agreed to work towards a final peace deal within 12 to 18 months. The M23 rebels say they are fighting for the rights of the Tutsi ethnic group. The group originated from Rwanda and claims it has faced persecution in Congo. The conflict has also involved other armed groups. The UN has been sending peacekeeping troops to Congo since 1999.
