US drill cuts threaten South Korea’s wartime command plans

South Korea’s attempt to regain control of its military in wartime scenarios has been jeopardized by the United States' abrupt cancellation of a major joint exercise. The Ulchi Freedom Shield (UFS) exercise, which was set to run through August 27, has been shortened and now ends on Friday. The United States had initially planned for the UFS exercise to simulate a counteroffensive into North Korean territory and encircle Pyongyang.

However, US President Donald Trump ordered the Pentagon to substantially reduce the "costly" drills, citing its "inappropriate and hostile" signal to North Korea. South Korea’s Joint Chiefs of Staff confirmed the change, stating that they would discuss and implement measures to achieve the exercise's objectives and establish a robust combined defense posture.

Analysts warn that the cancellation could undermine deterrence and set back Seoul's efforts in building nuclear-powered submarines with US support. The US has held wartime operational control (Opcon) over South Korea's military since the Korean war in 1950, with American generals retaining wartime control. The cancellation could exacerbate the issue of South Korea's readiness to transfer Opcon, potentially delaying the process.

The reduction in joint drills could also weaken the combined defense posture and affect the frequency of US strategic assets' deployment to South Korea. This move might also undermine South Korea's central role in advancing dialogue with North Korea. The scaling back of the UFS exercise could set a precedent for future US-South Korea joint exercises, creating a new benchmark for determining their size and composition.
