PMO keluar surat senarai syarikat untuk projek, mahkamah diberitahu

The Deputy Chief Secretary (Foundations) of the Ministry of Finance, Zamzuri Abdul Aziz, informed the Malaysian Federal Court that the Ministry of Finance only assesses listed companies in the Prime Minister's Office (PMO) letter for projects under the Jana Wibawa program. During the trial of former Prime Minister Muhyiddin Yassin, Zamzuri stated that the technical advisory committee of the ministry included KCJ Engineering Sdn Bhd, Sutracom Sdn Bhd, and Nepturis Sdn Bhd.

Only companies listed by the PMO would be assessed, as the assessment was only conducted on companies recommended by the PMO. Subsequently, Nepturis was recommended by the PMO in a letter dated February 3, 2021, and Sutracom in a letter dated March 17, 2021. KCJ Engineering was awarded a RM62 million road construction project to connect Felda Bukit Jalor to Gemas, Negeri Sembilan, while Nepturis received a RM141 million project to build Klang Utara IPD, and Sutracom received a RM605 million project to upgrade the Indah Pulau Lingkaran 3 Road.

Zamzuri emphasized that any contractor's application without a PMO recommendation would have no value and would not be processed to the evaluation stage. Even if a contractor's application is presented continuously to the Ministry of Finance, the relevant officer would not make any assessment if there is no PMO recommendation. Such applications would have no value to consider and would not be extended to the Department of Works (JKR).

Under the relevant laws and regulations of the civil service, the Prime Minister does not have the authority to directly order any project to be awarded to a specific company. During the main inquiry by Deputy Prosecutor Wan Shaharuddin Wan Ladin, Zamzuri stated that the PMO interfered in the selection of companies for the respective projects.
