Idaho county’s probation office compiles ‘foreign born list’ for ICE

In May, a probation officer from Canyon County, Idaho, emailed immigration authorities about a man who was scheduled to meet her for his regular check-in. The email exchange between the officer, Norma Naranjo, and Immigration and Customs Enforcement agents continued for several days. The man arrived early to his appointment, and Naranjo asked the agents if they were on their way.

The agency's role in the matter remains unclear, as the emails are heavily redacted and it is uncertain whether they detained the man at the appointment.

Canyon County's Misdemeanor Probation Department has been working closely with ICE's Boise office in recent months. The department compiled a list of foreign-born individuals on probation, sending it to ICE in May through July 2026. While the list includes people with green cards, pending asylum applications, and naturalized U.S. citizens, immigration attorneys have expressed concerns about the potential for legal immigrants to be detained.

Jeff Breach, the department's director, stated that verifying legal presence and determining immigration status lies with federal authorities.
