Thane Cluster Development Company Proposal Passed Amid BJP Opposition, Deepening Rift Within Ruling Alliance

Thane Municipal Corporation (TMC) approved a proposal for a Special Purpose Vehicle (SPV) called the Thane Cluster Development Company during a General Body meeting held on August 18. The ruling Shiv Sena passed the proposal despite opposition from its alliance partner, the Bharatiya Janata Party (BJP).

BJP corporators Amit Saraiya and Narayan Pawar argued that while they support urban cluster development, they question the transparency of the proposed SPV. They expressed concerns over the lack of clarity regarding the entity's objective, board composition, and operational framework. They emphasized that the proposed company's rules, governance structure, and leadership remain undefined, raising serious transparency issues.

Opposition leaders, including senior NCP member Narayan Pawar, argued that an additional administrative layer would slow down progress. Despite spending nearly ₹100 crore on GIS surveys, on-ground work remains slow, according to Pawar. Opposition leaders from the NCP demanded a special session before approving the proposal.

Assistant Director of Town Planning Kunal Mule clarified that forming an SPV complies with a legal phased procedure, with board directors appointed only after approval. He explained that while agencies like CIDCO, MAHAPREIT, and MSRDC handle broader redevelopments, the TMC operates directly on the ground. A dedicated SPV is necessary to streamline execution and generate long-term civic revenue.

Despite heated arguments, Shiv Sena corporators decided to pass the proposal with modifications, deepening the political rift between the ruling allies.
