The ROSES-25 Amendment 69 program element D.9 Habitable Worlds Observatory Instrument Concept Assessments (HWO-ICA) was announced, inviting proposals to support the maturation of the HWO mission concept. The primary objective of HWO-ICA is to explore the instrument trade space by developing and analyzing innovative instrument concepts, including their scientific opportunity and performance, engineering feasibility, technology maturity, and associated risks.
This program aligns with the ongoing pre-formulation activities of the HWO Technology Maturation Project Office (HTMPO) and will not support flight hardware development. Two categories of proposals are accepted: Category 1 involves U.S.-based institutions conducting instrument concept assessments over a ~2-year period, while Category 2 entails U.S.-based individuals participating in ongoing instrument concept programs led and funded by non-U.S. institutions for up to ~2 years.
Selected proposals will be funded through firm-fixed-price contracts or Interagency Agreements. Proposals are due on 14 October 2026 and will be evaluated using dual anonymous peer review. Questions regarding D.9 HWO-ICA can be directed to Megan Ansdell at Megan.C.Ansdell@nasa.gov.
