NCIC moves to hold Homa Bay hate speech, incitement suspects accountable

The National Cohesion and Integration Commission (NCIC) has taken steps to hold accountable those responsible for hate speech and incitement following a disruption at a Linda Mwananchi rally in Homa Bay County. NCIC Chairman Bishop Kepha Nyamweya stated the commission is investigating to identify who may have been responsible for inflammatory remarks that led to the disturbance.

Speaking about political violence, hate speech and ethnic polarization ahead of the 2027 General Election, Nyamweya emphasized the constitutional right of every Kenyan to travel and express their political views peacefully. The incident, which involved road blockades, stone-throwing and violent youths, highlighted growing concerns over hate speech and ethnic polarization.

Homa Bay Town Member of Parliament Peter Kaluma has been summoned to appear at NCIC headquarters in Nairobi to assist with investigations, as per the National Cohesion and Integration Act. Kaluma is accused of making political remarks on August 15, 2026, with the NCIC providing both Dholuo and English translations of the alleged statements.

The commission warned that anyone engaging in hate speech or acting against unity will face consequences, including inspections of hotels and properties in Homa Bay. The NCIC's mandate includes promoting peaceful coexistence and preventing hate speech and ethnic hostility, as stated by Nyamweya.
