NCIC chair Kepha Omae explains why DCI acted faster on Kaguchia case than Kaluma’s

Bishop Kepha Omae, chair of the National Cohesion and Integration Commission (NCIC), has clarified why the Directorate of Criminal Investigations (DCI) acted more swiftly in the Mukurwe-ini MP John Kaguchia case compared to Peter Opondo Kaluma's situation. Omae addressed the disparity in the handling of political and criminal matters, attributing the timing difference to the separate responsibilities of the agencies involved.

Speaking to a local media station on Monday, August 17, 2026, Omae dismissed accusations that the NCIC had been slower to address politicians aligned with the government, emphasizing that his condemnation of Kaguchia's actions was detailed in eight paragraphs signed on August 16. When questioned about the lack of mention of Kaluma's alleged remarks, Omae explained that each agency operates within its own mandate.

He clarified that the DCI's rapid response to Kaguchia's alleged actions stemmed from the matter falling within its purview, while the NCIC handled its responsibilities independently. Omae urged Kenyans to understand the distinct functions of various state agencies, including the NCIC, DCI, National Police Service, Office of the Director of Public Prosecutions, and others, to avoid confusion over their actions.

He underscored that the NCIC collaborates with multi-sectoral agencies to ensure consistent responses, stressing that there is no partiality in their decision-making processes.
