SC asks CBSE to protect students affected by OSM evaluation; next hearing on Aug 21

The Supreme Court of India has scheduled a hearing on August 21 to address a plea filed by Rakesh Binjola, seeking guidance to the central government and the Central Board of Secondary Education (CBSE) to establish regulations for conducting exams through the On-Screen Marking (OSM) system. This digital grading method involves teachers assessing scanned copies of answer sheets on a computer rather than checking physical papers.

The petitioner argues that some students have completed their CBSE exams and subsequently taken entrance tests for other courses, but have not met the minimum requirements due to their CBSE scores, with some courses already underway.

The bench, comprising Chief Justice of India Surya Kant and Justices Joymalya Bagchi and V Mohana, instructed the counsel representing CBSE to explain why remedial measures had not been adopted to protect the affected students. They also requested Solicitor General Tushar Mehta, who was previously asked to assist in the matter, to provide an update on the steps the government has taken to resolve the systemic issues with the OSM system.

The court, after receiving this information, is set to hear the case on August 21. In July, the Supreme Court had expressed concern over students' frustration with the CBSE's digital marking system and had sought Mehta's help. A one-member commission led by S Radha Chauhan has been appointed to review the evaluation system and propose necessary systemic changes, and the petition calls for the formation of a high-powered committee to oversee and implement these reforms.

The petitioner also seeks relaxation in the minimum qualifying marks for students with provisional admissions or cleared entrance exams, as well as an exemption from the 75% or other minimum class 12 mark criteria required for admission to various courses.
