Hong Kong’s new university town a test of the city’s global ambitions

Hong Kong's Northern Metropolis University Town is no longer a mere planning concept. The government has expanded the university town area to over 1,000 hectares, received 19 proposals from local institutions, and moved towards phased site tendering and development. This project is a test of Hong Kong's ambitions in higher education in a changing world.

Academic cooperation is now influenced by geopolitics, security concerns, talent competition, and the need for strategic relevance. The global balance of academic and innovation power is shifting, with Chinese universities playing significant roles in frontier fields like artificial intelligence, green technology, and advanced manufacturing.

Hong Kong hosts a rare concentration of highly ranked universities, and some scholars are moving to Chinese institutions. The challenge is not about imitating the old global hierarchy but defining a new one rooted in relevance, openness, and real contribution. The university town should help Hong Kong become a place where international education is meaningful, connecting Hong Kong to the world and the world more to China.

It must also serve a practical economic purpose, moving international academic cooperation beyond knowledge transfer to capacity building and co-creation. The Greater Bay Area dimension is crucial, as the university town should improve overall efficiency, strengthen cross-border spillovers, and support talent, knowledge, and innovation movement across the region.

Hong Kong can serve as a bridge for mutual understanding, providing a safe, internationally familiar, China-connected space for foreign students, researchers, and institutions to better understand China. Universities should not become revenue streams; their legitimacy depends on rigor, student experience, and reputation. The success of the university town should be measured by deeper criteria, such as supporting Greater Bay Area development, serving national needs, helping Hong Kong engage the world effectively, and producing graduates and research that matter.

If Hong Kong gets the university town right, it will have redefined what a world-class university town can be.
