Ukraine's new plan to pressure Russia remains a mystery to Washington

U.S. officials are in the dark about Ukraine's latest plan to pressure Russia into ending its war, according to a source familiar with the matter. President Volodymyr Zelensky announced on August 12 that Kyiv and its international partners had crafted a joint strategy focused on applying pressure against Russian President Vladimir Putin.

The plan emerges as U.S. envoys Steve Witkoff and Jared Kushner prepare to visit Ukraine and Russia to reignite stalled peace discussions. During a call with Ukrainian officials on August 11, Witkoff and Kushner were briefed on the plan, but Kyiv has yet to share specific details with Washington. It remains uncertain what the Ukrainian strategy encompasses.

The plan is expected to be disclosed to Witkoff and Kushner during their upcoming visit to Kyiv later this month. As peace talks have stalled since the U.S. launched its military campaign against Iran in February, previous attempts to reach an accord have consistently encountered Moscow's insistence. Kyiv contends that halting the present front line would offer the most pragmatic foundation for a cease-fire, a stance Russia adamantly opposes.

In recent months, Ukraine has intensified assaults on Russian military installations, supply depots, and strategic objectives deep within Russia. Russia has also intensified its missile and drone strikes on Ukrainian cities, repeatedly targeting Kyiv and other civilian areas. This aggression has heightened stress on Ukraine's air defense, which is grappling with shortages of Patriot interceptors required to counter Russian ballistic missiles.

Ukrainian leaders now hope the active phase of the war could conclude before winter, when Russia might resume targeting Ukraine's energy infrastructure. U.S. officials have increasingly sensed that both Moscow and Kyiv may have incentives to contemplate an air ceasefire. Ukraine's expanded long-range strikes could potentially motivate Moscow to cease air attacks, while Ukraine faces mounting pressure from Russia's ongoing missile and drone campaign.

Russian Foreign Minister Sergey Lavrov has reiterated that the war's trajectory hinges on battlefield developments, stating, "Everything depends on the actions of our heroes on the front lines." Russia has been gradually advancing in eastern Ukraine throughout the year.
