Ukraine brings home 261 bodies in latest repatriation, as Russia claims the dead are Ukrainian soldiers

The Coordination Headquarters for the Treatment of Prisoners of War announced that 261 bodies arrived in Ukraine on 13 August as part of repatriation efforts with Russia. The organization stated that investigators would now work to determine the identities of the deceased. Ukraine received these remains in accordance with repatriation measures undertaken with Russia, according to the Coordination Headquarters.

Russia maintains that the deceased were Ukrainian servicemen, yet it is the responsibility of Ukrainian law enforcement investigators and forensic experts to conduct the identification prior to confirming any claims. The repatriation of remains remains one of the few functioning channels of communication between Kyiv and Moscow amidst Russia's ongoing war against Ukraine.

Each handover allows the families of the missing to bury their loved ones, and the International Committee of the Red Cross once again played a crucial role in coordinating the exchange. The Ukrainian Interior Ministry, Security Service of Ukraine, Armed Forces, Parliament Commissioner for Human Rights, State Emergency Service, and Special Circumstances Commissioner for Missing Persons all participated in the process, as reported by the Coordination Headquarters.

The transport units of the Armed Forces delivered the remains to police and medical examiners under the Health Ministry for identification. The latest handover is part of a series of transfers Russia has conducted during its conflict with Ukraine, where Russia has consistently claimed the deceased were Ukrainian soldiers or citizens.

In line with the June 2025 Istanbul agreements, Russia returned 6,057 bodies in June, 1,000 in July, another 1,000 on 19 August, 1,000 on 17 September, 1,000 on 23 October, 1,003 on 20 November, 1,000 on 26 February, and 1,000 on 9 April. Following the peak in April, the numbers gradually decreased, with 522 returned on 18 June and 501 on 16 July, before the most recent handover of 261 bodies on 13 August.

In total, these transfers have returned thousands of the deceased since mid-2025, making repatriation one of the most consistent forms of communication between Kyiv and Moscow during the war.
