On July 29, Rocky, a beloved pet dog, passed away during a raid to capture stray dogs in Klang Harbour. The 24-year-old resident involved in the operation, Shah Hizam, denied that he participated in the raid with the intention of harming or killing any animals. In an interview with Harian Metro, Shah expressed his sorrow over the dog's death but emphasized that his presence during the operation was solely to fulfill his duty assigned by the Klang City Council (MBDK).

Shah clarified that he was not present with the intention to harm or kill any animals, far from causing any harm. He stated during a media briefing at Bukit Jelutong in Kuala Lumpur, "I did not participate in the operation with the intention of causing harm, let alone killing any animals." His lawyer, Rafique Rashid Ali, warned that criminal charges could be brought against Shah or anyone spreading false allegations about him on social media.

The task force is documenting and investigating any online threats or provocation-related content, including individual and news portals involved in creating provocation.

Shah participated in the raid as a community representative after being requested by his neighborhood association. Everyone who attended the operation received training from MBDK on proper dog-catching procedures and was provided with necessary equipment. Importantly, the neck restraint tool (loop) used was not owned by Shah but by the MBDK.

Rafique emphasized that the incident became complicated when a woman claimed to be Rocky's owner and intervened, leading to a heated debate when the restraint tool was still attached to the dog.

Moreover, 12 other stray dogs were successfully captured during the same night without any issues. Rafique reported that Shah faced significant cyber harassment after the incident video went viral, with his identity exposed, and netizens accusing him of animal cruelty, along with his family members receiving death threats. Rocky's death occurred during a control operation at Klang Harbour on July 29, according to MBDK, which stated that the dog's owner acted aggressively during the operation.

MBDK reported that the dog's owner behaved aggressively by attempting to cut the leash controlling the dog and threatening to harm herself if the animal was not released.

The police are investigating Rocky's death under Section 428 of the Criminal Offences Act, related to cruel treatment causing death. Meanwhile, the Selangor Veterinary Department (JPV) is also investigating the case under the Prevention of Cruelty to Animals Act 2015 for animal abuse.
