RS Chairman regrets disruptions during Monsoon Session; House productivity only 39 pc

Rajya Sabha Chairman C P Radhakrishnan has expressed regret over the disruptions that marred the Monsoon Session of Parliament. On Thursday, as he adjourned the House sine die, he urged members to uphold the dignity of the chamber and discharge their parliamentary duties with the highest traditions of Indian democracy. During the session, which commenced on July 20, Radhakrishnan noted that only 12 Bills were passed or returned, despite persistent disorder and frequent disruptions which cut productivity to a mere 39 percent.

The disruptions, he observed, prevented the House from having meaningful discussions and debates on matters of national importance. Despite the challenges, Radhakrishnan highlighted that the House still managed to consider, pass or return 12 Bills. The Chairman emphasized that as the House of Elders, it has the responsibility to uphold reasoned debate, dignified dissent, and thoughtful legislation.

However, he was disappointed that members did not utilize the opportunities to voice the people's concerns. Radhakrishnan also mentioned an orientation program conducted for newly elected and nominated members, which provided insights into parliamentary practice and the expected standards of conduct. He expressed hope that future sessions would see a renewed commitment to uphold the dignity and sanctity of the institution, thereby strengthening democratic institutions and our democracy.
