Northern Metropolis: Hong Kong seeks interest in land parcels for logistics hub

Hong Kong's Transport and Logistics Bureau and Civil Engineering and Development Department have opened a call for interested parties to submit expressions of interest in developing land parcels earmarked for a modern logistics hub as part of the Northern Metropolis megaproject. The bureau aims to assess industry interest in the first five available sites within the Hung Shui Kiu logistics cluster, along with their views on development terms, infrastructure requirements, and financial viability.

The 32-hectare logistics cluster, split into five functional zones in the Hung Shui Kiu/Ha Tsuen New Development Area, is strategically located due to its proximity to Shenzhen Bay checkpoint and close connection to Hong Kong International Airport and Kwai Tsing Container Terminals. The zones will focus on high-value goods logistics, e-commerce logistics, freight forwarding, smart and green mass transit system depot, and future expansion, with the first phase beginning in late 2027 or early 2028.

Officials from the Transport and Logistics Bureau noted that the government would establish land lease terms and the overall development mode after considering the collected views. Industry stakeholders, however, have suggested providing rent concessions and subsidies to attract more bidders and reduce operation costs. Alan Cheung, managing director of KLN Logistics Group, emphasized the importance of a market-oriented approach to consolidate Hong Kong's standing as a logistics hub.
