Higher education funding crisis: NSFAS shortfall reaches R15 billion

The National Student Financial Aid Scheme (NSFAS) is grappling with a funding crisis, facing a shortfall of approximately R15 billion, as revealed by Minister of Higher Education Buti Manamela. This issue has escalated significantly, rising from R2.5 billion in 2018 to R13.5 billion last year, now reaching R15 billion. The Minister attributed this growing shortfall to the increasing number of students entering universities and TVET colleges, while government funding has not kept pace with demand.

Manamela clarified that the problem lies not in NSFAS overspending, but in the widening gap between the number of students requiring financial aid and the available funding for the scheme. The government has committed to offering free higher education, but the NSFAS allocation remains relatively fixed within the Medium-Term Expenditure Framework and budget for a financial cycle.

Manamela emphasized that South Africans' expectation of free higher education necessitates finding the necessary funds, stating that if the national budget or other sources do not provide the required funds, there must be a reconsideration of the approach to free higher education.
