Uganda orders bars, Malwa joints to open after 3pm on working days

Uganda's Minister of Local Government, Balaam Barugahara Ateenyi, has mandated bars, Malwa joints, and other alcohol-selling establishments to open no earlier than 3:00 p.m. on weekdays. This directive is part of efforts to discourage early-morning alcohol consumption, boost productivity, and tackle social issues tied to excessive drinking.

On August 11, 2026, Mr. Barugahara issued the directive, instructing local government officials to collaborate with law enforcement and enforcement teams in enforcing the new operating hour restrictions. He emphasized that bars, Malwa joints, and similar alcohol outlets must not open before 3:00 p.m. on working days, adhering to national laws, licensing rules, and local government regulations.

Mr. Barugahara called on local authorities to discourage early-morning drinking and work alongside security agencies to prevent bars from catering to those who drink during work hours. The directive also directs authorities to prosecute bar owners and shopkeepers who sell alcohol to anyone under 18 years old, with persistent violators facing serious consequences.

Additionally, local governments are tasked with regulating the operating hours of betting companies to shield young people from the negative impacts of excessive betting. The Ministry has provided support for local governments in implementing and enforcing these directives.
