ADC proposes end to security votes, restricts official trips

The African Democratic Congress (ADC) has introduced a set of comprehensive reforms aimed at curbing government waste, enhancing accountability, and redirecting funds towards the betterment of Nigeria's citizens. The party unveiled these proposals in their 25-page governance principles document, known as 'The Orange Book,' on Tuesday in Abuja.

A key element of the ADC's strategy is the abolition of "security votes" and other opaque security-related expenditures, which are now to be subjected to stringent legislative oversight and audit in line with existing laws. This move seeks to eliminate the potential for misappropriation of public funds and ensure that security allocations are spent as intended.

Additionally, the ADC is proposing to significantly reduce the costs of official travel for elected and appointed public officials. Trips would now be limited to those deemed essential, mission-driven, and cost-effective, with restrictions placed on the size of delegations and the inclusion of family members or political associates. Public officials would also be prohibited from receiving per diem or estacode payments exceeding the rates approved by the Revenue Mobilisation Allocation and Fiscal Commission.

Furthermore, the opposition party intends to impose stricter measures against corruption and misuse of public resources, treating all forms of looting as a form of banditry. This reflects the ADC's commitment to addressing the deep-seated issues of public-sector waste and inefficient resource management that have been a concern in Nigeria's political landscape.

The ADC's governance reforms go beyond financial controls, aiming to bolster institutional independence, particularly for the judiciary, legislature, and the Independent National Electoral Commission. The party also intends to strengthen protections for whistleblowers and promote a job-led, opportunity-driven model of economic growth. This approach emphasizes reducing poverty, enhancing access to wealth, and creating meaningful participation for Nigerians in economic activities.

The party's policy framework also includes a commitment to fostering private enterprise while preventing monopolies and cronyism, ensuring equal opportunities for all. In the educational sector, the ADC plans to align its educational policy more closely with the vision of economic development and technological advancement. This includes a stronger connection to national productivity, technological progress, and the skills necessary for economic transformation.

Politically, the ADC vows to uphold the federal character principle, strengthen national unity, and promote equal opportunities, particularly for marginalized groups such as youths, women, and persons with disabilities. ADC National Publicity Secretary, Mallam Bolaji Abdullahi, criticized the ruling All Progressives Congress (APC) for its perceived lack of effective governance, alleging that Nigeria had become a "Yoruba Nation" under the APC's leadership.

The ADC believes its governance blueprint, outlined in 'The Orange Book,' will position Nigeria to meet international standards if it is elected in 2027.
