Ukraine to Continue Youth Housing Reform Push

Ukraine's newly appointed Prime Minister Serhii Koretskyi convened with regional youth leaders on Tuesday, Aug. 11 to inaugurate the Chamber of Regional Youth Congresses, a consultative body aimed at bolstering youth representation in high-level decision-making. This body will collaborate with state entities to address youth-related concerns, including local self-government budget formation. Koretskyi emphasized the importance of empowering young people to contribute practical solutions to their communities upon returning.

During the meeting, a significant focus was placed on youth housing programs across the nation. Koretskyi announced that the Chamber of Regional Youth Congresses would delve into a comprehensive examination of this issue, although no specific timeline for reforms was provided. In 2023, the State Fund for Youth Housing Construction successfully finalized 415 housing agreements with Ukrainian citizens, with the most active programs in Kharkiv, Lviv, Cherkasy, and Mykolaiv regions.

The fund's 25-year history includes signing 42,563 contracts, injecting HR 13.3 billion (approximately $296.8 million) into the economy.

The Chamber of Regional Youth Congresses was officially established in all regions on July 21, with leaders and delegates elected under President Volodymyr Zelensky's guidance. This initiative aims to provide young Ukrainians with a direct pathway into policymaking, described by Deputy Head of the President’s Office Viktor Mykyta as a "new stage in shaping regional policy in our country." As of July 21, the National Congress boasted 1,469 new representatives and 300 delegates.

The Mykolaiv region launched its own regional youth congress on June 23, encompassing 52 community representatives. Mykolaiv’s deputy head, Heorhiy Reshetilov, highlighted the congress as a platform for transforming community proposals into national-level actions. By July 1, over 70 delegates had joined the newly formed youth congress in Dnipropetrovsk region, where the congress elected officers such as a chairperson, deputy chairperson, and secretary.

Delegates expressed gratitude to President Zelensky for this empowering mechanism, emphasizing its role in advancing initiatives and influencing change at the national level.
