Reps push aviation law overhaul as NCAA earns N1.13tn

The House of Representatives in Nigeria is pushing for an overhaul of the country's aviation laws, proposing a new revenue-sharing formula to distribute funds generated from the sector. The proposed changes aim to address funding and structural challenges in the aviation industry. In 2026, the Nigeria Civil Aviation Authority (NCAA) received N777bn from the five per cent Ticket Sales Charge and N352bn from the five per cent Cargo Sales Charge, totaling about N1.129tn.

The new formula would reduce the NCAA's share to 40 per cent, while increasing the Nigeria Airspace Management Agency's (NAMA) allocation from 22 per cent to 40 per cent. The NCAA is seeking to retain or even increase its share to strengthen regulatory and safety oversight, while NAMA argues for a larger share due to its expanding operational responsibilities and infrastructure needs.

The proposed amendment, introduced by Sada Soli, aims to create a more equitable and transparent financial framework for the aviation sector, aligning with international best practices and ensuring proper accounting and channeling of funds.
