Reps push aviation law overhaul as NCAA earns N1.13tn

The House of Representatives is pushing for an aviation law overhaul in Nigeria, proposing a new revenue-sharing formula for the sector's financial resources. The Nigeria Civil Aviation Authority (NCAA) and the Nigeria Airspace Management Agency (NAMA) have been at odds over the distribution of funds generated from the five percent Ticket Sales Charge and Cargo Sales Charge, which totaled N1.129tn in 2026.

Under the current system, the NCAA receives 56 percent, while NAMA gets 22 percent, with the remaining funds going to other agencies. The proposed amendment would increase NAMA's share to 40 percent and decrease the NCAA's to 40 percent. Both agencies have argued their case, with the NCAA seeking to retain its current position to strengthen safety oversight, and NAMA arguing that its expanding responsibilities and infrastructure needs require a larger share.

The sponsor of the amendment, Sada Soli, assured stakeholders that the proposed changes aim to create a more equitable and transparent financial framework for the aviation sector, aligning it with international best practices.
