Councils to get more powers to stop vape and betting shops, PM announces

Prime Minister Andy Burnham has announced plans to give councils more powers to stop vape and betting shops from taking over town centres. The government aims to improve high streets that have been hollowed out by decades of decline. In England, new vape shops will require planning permission, and the definition of a vape shop will be tightened to prevent businesses avoiding the rules.

Existing rules allowing councils to refuse betting and 24-hour slot machine shops will also be tightened. New adult gaming centres will need planning permission in England. Councils will also gain powers to extend closure orders for mini-marts and vape shops found selling illegal tobacco or illegal drugs for up to twelve months.

The National Crime Agency estimates that £1bn of criminal cash is laundered through high street stores each year. Burnham emphasized that the rise of vape shops, betting shops, and rogue operators has replaced the community spaces people value. The Conservatives and Reform claim the proposals could lead to more empty shops, while the Liberal Democrats call for tougher powers to crack down on illegal vape shops.

Reform UK and the Green Party also criticize the plans, urging the government to provide more substantial support for high street businesses. The Betting and Gaming Council and the Local Government Association support the measures, but argue that further action is needed to truly revitalize high streets.
