Archbishop Emeritus Of Bombay Seeks Wider Consultation With Christian Community, Charitable Groups

Mumbai: Archbishop Emeritus Oswald Cardinal Gracias has urged Union Home Minister Amit Shah to refrain from hastily passing amendments to the Foreign Contribution Regulation Act (FCRA). He has asked for the legislation to be examined by a Parliamentary sub-committee and recommended wider consultation with various stakeholders, including members of the Christian community.

In a letter to Shah, the cardinal expressed concern that the proposed changes could negatively impact the welfare activities of charitable and humanitarian organizations. While not opposing regulation of foreign contributions, Gracias emphasized the importance of proper oversight of funds received from abroad. He cautioned that the actual impact of any legislation would depend on how it is interpreted and implemented by authorities.

The FCRA Amendment Bill was introduced in the Lok Sabha in March 2025, but discussions on it have yet to commence. Christian organizations have voiced opposition to several of the proposed changes, citing potential consequences for charitable and social-service activities supported by foreign contributions. The government is expected to approach the legislation cautiously, recognizing the potential support of opposition parties like the DMK and NCP (SP) for other legislative measures.
