24 hours or 6? OFW Lounge rule cleared up for Filipino workers

Overseas Filipino workers (OFWs) arriving at Ninoy Aquino International Airport in Manila are now clearer on the purpose and limitations of the OFW Lounge, after the Overseas Workers Welfare Administration (OWWA) clarified the often-confusing "24-hour rule." The agency has made it clear that the 24-hour period is only used to determine eligibility for lounge access, not to dictate an OFW's stay inside the facility.

The limit on lounge occupancy is six hours per visit, with potential extensions for special circumstances and subject to available space. An OFW who arrives at 8 a.m. and has a confirmed domestic connection at 6 p.m. can qualify for lounge access, assuming the connection falls within the 24-hour window. However, the OFW cannot remain in the lounge from 8 a.m. to 6 p.m., as the six-hour limit remains necessary due to limited capacity and the need to ensure passengers with upcoming flights have a reasonable chance of securing a seat.

The six-hour rule does not apply to all situations, with exceptions possible for medical needs, senior-citizen status, or disability. These exceptions depend on available space and verified circumstances. The OFW lounges, located at NAIA Terminals 1 and 3, serve as government-supported welfare spaces for migrant workers navigating international and domestic travel.

They provide rest, refreshments, phone charging, and access to government services. Despite their small seating capacity—216 seats at Terminal 3 and 140 at Terminal 1—these lounges play a crucial role in helping OFWs transition home after long journeys.
