Punjab and Haryana High Court flags ‘disturbing trend’ of organised gangs, sleeper cells in Gurugram, Faridabad

The Punjab and Haryana High Court has expressed concern over the rising trend of organized criminal gangs and sleeper cells operating in Gurugram, Faridabad and Palwal districts. The court directed the Haryana government to submit a policy framework and institutional measures to tackle the issue. Three accused individuals - Kuldeep Tyagi, Aman alias Aman Bhati, and Akash alias Akash Bhati - were granted regular bail in a criminal case registered in Palwal.

The court directed the Additional Chief Secretary of the Home Department to file an affidavit on August 24, detailing the state's policies and measures to combat organized crime and maintain law and order in the mentioned districts. The case was registered on January 22, 2025, under Bharatiya Nyaya Sanhita and Arms Act provisions.

The accused were allegedly apprehended following secret information, with police recovering firearms and other items. Their counsel argued they had been wrongly implicated and the recoveries were limited. The state government countered, stating the case was part of a larger organized criminal syndicate operating across multiple states, and the accused had connections to other criminal activities.

The court granted bail, citing the completion of the investigation and the presentation of the final report.
