West Bengal's Industry Minister Tapas Roy announced a thorough examination of the state's older industrial parks, aiming to evaluate land utilization, infrastructure shortcomings, and the availability of plots for new investments. Roy stated that the review would assess whether land designated for industry is being effectively utilized and whether unused parcels could be allocated for fresh investments.

He emphasized that the focus is on practical suitability for setting up industries, not just land allocation on official records.

The review will cover operational land parcels, unused lands, parcels used for non-industrial purposes, and sites with inadequate infrastructure such as power, water, and road connectivity. Roy addressed concerns about the absence of new industrial parks over the past 15 years, stating that the government is pursuing a dual strategy of upgrading existing parks and establishing new investment-ready land banks.

The administration inherited outdated land policies and a lack of structured mechanisms from previous governments. Roy confirmed that the current administration is finalizing a new Industrial Policy, an enhanced Land Policy, improved Ease of Doing Business frameworks, and an overhauled single-window clearance system. Despite the Union government extending deadlines to September, Roy assured that West Bengal will submit its BHAVYA scheme proposal by the end of August.
