A new paradigm for foreign direct investment

Indonesia attracts significant foreign direct investment (FDI) each year, with the country's industrial capabilities, technological base, and global competitiveness frequently touted as the beneficiaries. However, a critical question remains: does this influx of foreign capital genuinely bolster Indonesia's industrial strength, technological advancements, or global competitiveness, or does it merely capitalize on the nation's substantial domestic market?

Diverse motivations drive foreign investors. Some seek to tap into Indonesia's consumer market, while others bring substantial value in the form of access to international financing, technology transfer, enhanced corporate governance, talent development, and integration into global business networks. Yet, this nuanced distinction rarely finds its way into Indonesia's investment policy discussions.

During a recent visit to Japan, the author gained a deeper appreciation for the value that certain foreign investors bring. For an Indonesian company venturing into the Samurai Bond market, the Japanese partner's involvement transcended financial provision. They provided vital credibility, reputation, and investor confidence, opening doors that would have otherwise remained inaccessible.

The author's past collaboration with a Japanese partner in a property development project in Jakarta also underscored the broader impact of strategic foreign investment. Contrary to the conventional pattern of foreign investment - capital supplemented by Indonesian bank loans - the Japanese partner secured financing directly from its headquarters in Japan. Similarly, a later acquisition by a Japanese investor was supported by a regional financing center in Singapore rather than domestic banking.

More recently, a digital infrastructure company witnessed a different dimension of partnership with a foreign investor. This investor actively supported fundraising efforts in Japan, introduced the company to previously untapped institutions, bolstered its credibility in international capital markets, and invested in developing Indonesian talent.

These experiences reinforce the notion that high-quality foreign investors offer much more than financial capital. They introduce international connectivity, new sources of financing, stronger governance, knowledge transfer, and the capacity to accelerate the growth of local companies.
