A new paradigm for foreign direct investment

Indonesia attracts massive foreign direct investment annually, yet its full impact on the country's industrial capabilities, technological base, and global competitiveness remains debated. While new industrial estates and factories are often heralded as signs of progress, a deeper question emerges: does this investment genuinely bolster Indonesia's industrial capabilities, technological prowess, or global standing, or does it merely exploit the nation's vast domestic market?

The reality is that not all foreign investment generates equal value. Some investors primarily seek to tap into Indonesia's consumer market, while others offer more substantial benefits: access to international financing, technology transfer, improved corporate governance, talent development, and integration into global business networks.

This distinction, however, often goes unnoticed in Indonesia's investment policy discussions. During a recent visit to Japan, I gained insight into this distinction. While raising funds through the Samurai Bond market required more than just financial strength, our Japanese partners played a pivotal role. They provided credibility, reputation, and investor confidence, opening doors that would have otherwise remained closed.

This experience highlighted that the most valuable foreign investors contribute beyond capital; they deliver trust, relationships, and access. Years ago, a Japanese partner on a property development project in Jakarta distributed financing directly from its headquarters in Japan, demonstrating an alternative to traditional Indonesian bank loans.

A subsequent acquisition by a Japanese investor facilitated expansion through regional financing centers in Singapore, further illustrating the potential for strategic foreign investment. A digital infrastructure company's collaboration with a foreign partner exemplified this partnership's broader scope. The foreign investor supported fundraising efforts in Japan, facilitated access to previously out-of-reach institutions, enhanced credibility in international capital markets, and invested in local talent development.

These experiences underscore that high-quality foreign investors bring more than money; they offer international connectivity, new financing sources, stronger governance, knowledge transfer, and the capacity to accelerate local companies' growth.
