Southeast Asia’s AI talent and infrastructure: Building the foundation for regional tech leadership

Southeast Asia currently possesses an impressive workforce with over 500 million people, larger than the European Union, and has invested billions in AI development. However, the region remains more of a consumer rather than a builder of AI leadership due to the lack of infrastructure to verify and deploy genuine AI capability at scale.

While the workforce has been trained through programs like Singapore's SkillsFuture, the problem lies in the verification of this training and the actual performance of these professionals under real-world conditions. Research shows that credentials and certifications do not always translate to real-world capability. Companies have discovered that knowledge and readiness are two separate entities, with the latter being crucial in live incidents.

The infrastructure gap in Southeast Asia consists of three main issues: a lack of reliable signals to verify capability, absence of a regional assessment infrastructure, and unclear deployment pathways for capable talent. To build regional AI leadership, the distinction between "capability-by-credential" and "capability-by-doing" must be recognized and addressed.

Capability-by-credential refers to the current system where people complete training and receive certificates, while capability-by-doing requires evidence of actual performance ability. Closing the gap between these two types of assessment is crucial for unlocking regional AI leadership in Southeast Asia.
